The Joint United Nations Programme on HIV/AIDS (UNAIDS), established in 1996, leads and inspires the world to achieve its shared vision of zero new HIV infections, zero discrimination and zero AIDS-related deaths. UNAIDS unites the efforts of 11 UN organizations—UNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, UN Women, ILO, UNESCO, WHO and the World Bank—and works closely with global and national partners towards ending the AIDS epidemic by 2030 as part of the Sustainable Development Goals (SDGs).
The UNAIDS 2016–2021 Strategy calls to action to get on the Fast-Track and reach people being left behind. It is an urgent call to front-load investments. It is a call to reach the 90–90–90 treatment targets, to close the testing gap and to protect the health of the 22 million people living with HIV who are still not accessing treatment. It is a call to redress the deplorably low treatment coverage for children living with HIV.
Fast Track to End AIDS by 2030
As a signatory to the SDGs, Indonesia has made a national commitment to achieving the SDGs which include the commitment to End AIDS by 2030. UNAIDS’s Fast Track approach was launched as a strategy for accelerating the response, and ensuring achievement of the SDGs. The Fast Track approach sets ambitious targets for 2020: 90% of people living with HIV know their HIV status; 90% of people who know their HIV-positive status are on treatment; 90% of people on treatment have suppressed viral loads (thus reducing the likelihood of passing on their infection). Zero discrimination.
In the last four years, Indonesia has fittingly launched polices that are designed to massively accelerate and expand access to HIV prevention, testing and treatment services for key populations and pregnant women, among others, and implement high-impact interventions in prioritised geographies. Three cities are implementing city-led responses under the ASEAN Cities Getting to Zero initiative, and the Governor of Jakarta has signed the Paris Declaration, a global commitment to Fast Track local responses in order to generate national and global impact.
UNAIDS and USAID (US Agency for International Development)-PEPFAR (President's Emergency Plan for AIDS Relief) Indonesia have committed to work in collaboration in support of Indonesia to achieve its goal of ending HIV through the adoption of the “90-90-90” global targets as a framework for HIV national program planning and prioritization. This partnership will support UNAIDS to strengthen coordination functions and capacity of national stakeholders as well as improve management and use of strategic information and communication to advocate for critical interventions for key populations and improve Indonesia’s overall performance towards 90-90-90 global targets.
To implement above described roles, UNAIDS Indonesia recruits a Communications Officer as a national UN Volunteer. The incumbent will be expected to assist UNAIDS Country Office Indonesia in the communication and advocacy of fast track strategies, implementation, progress, challenges and achievements by using strategic information, evidence, traditional and new media.
Duties and Responsibilities
Under the overall guidance of the Country Director and direct supervision of the Partnership Advisor of the UNAIDS Indonesia, the national UN Volunteer will undertake the following tasks:
Specific tasks include:
Mainstream Media Outreach Develop and implement communication strategy in support of Fast Track Agenda in Indonesia, including planning the production and sharing of information materials and support Lead and manage press conferences, develop press releases and other background materials including Q&As, key messages and talking points, including planning media visits and management of production of multimedia materials. Conduct a variety of research, writing, and editing assignments in support of UNAIDS communication products. Manage local media outreach for UNAIDS on a regular basis, including maintaining contacts with journalists and proposing story ideas at country level. Develop media partnerships with mainstream media in the country, including developing networks, programme partnerships around AIDS related issues.
Social Media Outreach Lead, develop and implement a social media strategy that evolves with trends in social media in support of Fast Track Agenda in Indonesia. Activate social media engagement including through Facebook, twitter, flickr, youtube, google+ and other appropriate forums. This include consistent and timely UNAIDS postings and ensuring postings are accurate and on message and regular monitoring of the analytics, trends and engagement on the UNAIDS social media platforms. Connect, seek and foster relationships with super connector individuals, companies and organizations and manage their engagement in social media platforms. Promote relationships with civil society and other partners for outreach of UNAIDS messages as well as in undertaking joint social media campaigns. All other related duties as assigned.
Furthermore, UN Volunteers are required to: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD); Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Teamwork and respect for diversity: ability to operate effectively across organizational boundaries; ability to establish and maintain effective partnerships and harmonious working relationships.
Required Skills and Experience
A Bachelor degree or equivalent in a relevant discipline, such as communication, journalism, public relations, social and development studies, or related fields; Demonstrated interest and related professional work experience at least 2 years in communication, journalism, social media management, media contents development, marketing, etc.; Familiarity with and understanding of public health issues, especially in respect of HIV and AIDS highly preferred; Experience in working with official/corporate social media platforms would be an asset; Excellent written and verbal communication skills in both Bahasa Indonesia (mother tongue) and English required; Graphic design and video production skills would be an asset; Previous experience in managing media trips, organizing press conferences and briefings is highly regarded. High level of proficiency in standard computer software, in particular, Microsoft Word, Excel, PowerPoint; Willingness and ability to proactively seek relevant inputs, cooperation and guidance from supervisors and colleagues; Demonstrated ability to be flexible, work within a climate of team-work and collaborate in a multi-cultural environment. Ability to convey ideas and thoughts in a clear and convincing way in one-on-one discussions or groups presentations and ability to produce clear correspondence and written reports. Ability to show initiative and enthusiasm in their work, effectively organize and manage time, and deliver high-quality results in line with agreed objectives. Ability to take ownership of assigned responsibilities, to be productive, fulfill commitments and use resources responsibly. Good interpersonal, networking and communication skills; Flexible and open to learning and new experiences; Respect for diversity and adaptability to other cultures, environments and living conditions; Motivated to contribute towards peace and development and to serve others; Previous experience as a volunteer or intern would be highly regarded.
